ILIPS Group International Recovery Continues

Focus on Aviation & Marine USA

The recovery of ILIPS Group International continues publication by publication following our final move to Reno, Nevada, in order to puruse litigation against Racketeers here in Reno, who have systematically attempted to destroy the credibility of our News Group and its Editor, Mark S. "Bear" Daniels (Yours Truly, the writer of this article...) who has been reporting on a case Major Fraud directed against the United States Government by the Airport Authority of Washoe County, Nevada (AAWC), the Reno Air Racing Association (RARA), the Reno Air Racing Foundaton (RARF), Wayne Sagar/AAFO.Com and others, including members of the United States Government itself and in particular, the Department of Transportation (DoT) and the Federal Aviation Administration (FAA).

The issues revolving around the controversies can be seen at present at www.silverstatenews.com and will later be viewable at our Water Works Case website at www.waterworkscase.com .

At present, we are focusing on traffic at two publications and attempting to rebuild others. In the same time, we have added additional URLs in order to add to our News coverage in the future.

Aviation & Marine is intended as our centerpiece for Aerospace & Maritime News and has not fared well during all of this. However, traffic overall is back up and the publication is holding its own at this time, when we are approximately two months away from going "for profit" via Advertising, Photography and Product sales. Here are the statistics for the past few months at Aviation & Marine, which shows traffic slightly down at this time overall, the appearance that traffic is down this month ~ which would be correct ~ but one factor that must be considered is our consolidation of multiple news stories on a single, large page, as this hides on one hand, the actual distinct page hits we're receiving, but on the other, gives us a clearer view of the number of readers we actually have. We believe our distinct page hits would be two to three times higher if each story was on its own separate page, which was and remains our intended goal. Due to "The Troubles," we have instead, and for the sake expedience, combined multiple stories on the large page for ease of reporting news while our focus has been on Court Cases, Family Issues, Moving (due to the affects of the Court cases and our need to take of business throughout the American Southwest) and Health issues, the former causing tremendous interference in our publishing, particularly due to the slander and libel campaign we are enduring as directed against us by Michael J. "Mickey Da Rat" Houghton and RARA (along with their agents and vectors), with the latter causing an immense strain on this Editor's health and being nothing more or less than horrendous.

Damage to our expansion plans in terms of delay caused by the obstacles thrown in our way by the criminal element has been significant.

Still, we're still here and so too, is this Editor.

Also, October traffic is still being accumulated at this time of writing, October 9, 2008 (October 10, 2008, in Australia), thus, we are viewing these statistics and making changes as we speak which will hopefully result in a higher traffic count very soon:

Our current traffic count at Aviation & Marine USA.Com reflects neglect of the sites during moves, down time caused by a lightning strike and other issues related to health. We've had some other technical difficulties, including the fact we're attempting to transition our home page stories to locations inside the publication in order to create a home page that reflects International Aerospace & Maritime News from all countries, not just the primary countries of coverage, which are the United States and Australia.

Our goal is to have Headquarters for domestic operations here in the United States and international operations Headquartered in Australia, an area we feel could present a significant foundation for Aerospace in the near and long term future, including into one of the business areas we are seeking to diversify into, and that's Air Racing & Air Show Event Management & Operation.

So, at present, though traffic appears down, we hope to have reader visits and distinct page hits on the rise by the end of November. Also, and for example, our traffic in September showed a count of 85,864 distinct page hits versus 101,408 in May. So we are down in terms of traffic per month, however, on the flip side, if our news stories were dispersed onto single pages, we believe our distinct page hits would reflect greater traffic amounts two to three times more than what is shown for example, in September. Thus, September distinct page hits would be in the vicinity of 171,728 to 257,592 distinct page hits.

We won't know with certainty what our distinct page hits actually will be until we disperse stories back on to single pages for our readers and reduce the size of the home page, which is enormous at this time. The home page alone may represent as much as "100 pages" of news stories all by itself and thus, our distinct page hits should be higher, though the current traffic count is more reflective of the number of readers entering the site to view the materials we have here.

So, all-in-all, things looking good for our recovery and beyond that, we still have litigation in process, whether or not one of our cases is dismissed at this point in time, as one is indeed threatened by a Notice of Intent to Dismiss coming from the Court Clerk, but surprisingly, not coming from the Judge set to hear the matter. The Court has failed to issue orders accepting the lawsuit and instructing us to serve documents, and all this publication can do is wait and inquire as to activity by the Court in this case.

The move to Reno has allowed us greater capability to monitor and aggressively pursue the cases, but in this one directed as Daniels vs Reno Air Racing Association et all, there has been a tremendous amount of behind the scenes intrigues and "hanky panky" that we have now challenged the Court to explain, in terms of keeping the case alive. If the case is dismissed, we will file the appropriate complaints in regards to misconduct by all the guilty parties and shall definitely appeal the decision. We have two other cases that this Editor will shortly be fighting in the Las Vegas area and intend to bring all together as all the cases are related to one another by an Entrapment effort that occurred in 2005.

That effort failed miserably and the guilty parties that conducted it, which include two District Court Judges, a Municipal Court Judge, the Reno City Attorneys Office and a renegade member of the Reno Police Department among others, must pay for their crimes. The effort therefore, will be included in the Major Fraud lawsuit to be filed on or about January 1, 2009.

This section will be a permanent feature at all ILIPS Group publications that we are monitoring, though there may be more publications out there that go unmonitored as we work out the bugs in this system.

SPEEA and Boeing Reach Tentative Agreement on New Contracts for 21,000 Employees

SEATTLE--(BUSINESS WIRE)--Tentative agreement was reached today between the Society of Professional Engineering Employees in Aerospace (SPEEA), IFPTE Local 2001, and The Boeing Company on new four-year contracts covering 14,000 engineers and 7,000 technical workers.

The two sides reached agreement early Friday. Union negotiators and the SPEEA governing councils recommend members approve the agreements. If approved by a mail-in ballot, the new employment agreements will replace existing contracts that expire Dec. 1.

Main Table talks started Oct. 29 after more than eight months negotiating in committees.

“These agreements are the result of lots of hard work by all parties,” said SPEEA Executive Director and Chief Spokesperson Ray Goforth. “It’s gratifying that we could reach an agreement and put the decision in members’ hands.”

The agreements provide salary increase pools of 5 percent in each year of the contract. Engineers in the Professional unit are guaranteed an increase of at least 2 percent each year and Technical workers are guaranteed increases of at least 2.5 percent during each year of the contract. In addition to the wage increases, union negotiators improved medical coverage in key areas, gained input into outsourcing decisions, preserved the defined benefit pension for new employees and stopped Boeing from cutting engineers in Utah from the Professional contract.

“I think members will be really pleased,” said Dave Patzwald, chair of the Professional Negotiation Team. “The company showed respect and a willingness to work our issues.”

“We succeeded in achieving the major objectives we set out to get for members,” said Alan Rice, chair of the Technical Negotiation Team.

Members will vote by mail on the contract offer. Voting packages should be mailed by Friday, Nov. 21. Members will have until 5 p.m., Dec. 1 to return marked ballots for counting. Ballots will include a vote on strike authorization. The contract vote and strike authorization is decided by a simple majority of 50 percent plus one.

A local of the International Federation of Professional and Technical Engineers (IFPTE), SPEEA represents more than 24,400 aerospace professionals at Boeing; Spirit AeroSystems in Wichita, Kan.; Triumph Composite Systems, Inc., in Spokane, Wash.; and at BAE Systems, Inc., in Irving, Texas.

Boeing's Agreement With SPEEA Provides Market-Competitive Pay and Benefits

SEATTLE, Nov. 14, 2008 -- The tentative agreement reached today between Boeing [NYSE: BA] and the Society of Professional Engineering Employees in Aerospace (SPEEA) offers market-competitive wages and improved benefits over the four-year duration of the proposed contracts.

SPEEA is recommending that nearly 21,000 employees in Washington, Oregon, California and Utah vote to ratify the agreement.

"Our goal was to negotiate contracts that reward our employees for their hard work and the success they helped create," said Doug Kight, Boeing vice president of Human Resources. "This agreement provides market-competitive pay and benefits that enable us to attract and retain the best talent, remain on the leading edge of technology and continue to win business in uncertain times."

The proposed contracts reward engineering and technical employees for their role in the company's success with

Five percent annual salary adjustment funds in each year of the contract.
Continued participation in the Employee Incentive Plan (EIP), which paid individual employees 41 days of extra pay over the past three years.
Health care benefit improvements, including enhanced wellness and preventive care coverage at slight cost increases.
In addition, Boeing addressed SPEEA concerns about the use of non-Boeing labor and subcontracting, while providing the company flexibility to make business decisions.

"We recognize that Boeing's direct technical and engineering team is the foundation of our competitiveness, and we've agreed that it is in the best interest of the company, the union and employees to understand the nature of Boeing's business strategies and plans regarding the use of non-Boeing labor and subcontracting," said Kight.

If ratified, the new contracts will go into effect Dec. 2, 2008, and will expire Oct. 6, 2012.

Aviation Week and Space Technology Award Recognizes British Bulldog Team

SAN DIEGO--(BUSINESS WIRE)--A BAE Systems-led team responsible for vital upgrades to a British Army “battlefield taxi” has won a prestigious U.S. award for its work.

The Aviation Week and Space Technology magazine today selected the BAE Systems FV430 Bulldog team for a Program Excellence award in recognition of its work on the parallel powertrain upgrade & urgent operation requirements (UOR) programs.

Under the core upgrade program British Army FV430s receive a new engine and drivetrain to bring them up to “Bulldog” specification, which greatly increases reliability and significantly reduces support costs. Vehicles destined for Iraq have also received a UOR package of armor, a remotely-operated machine gun and other improvements which provide enhanced personnel protection.

BAE Systems engineers based in Basra have been ensuring the upgrade and ongoing support goes smoothly. Fifteen of these engineers were awarded British Army “Operation Telic” Iraq campaign medals as a result of their work at Basra Airport and Palace, often while under rocket and mortar fire.

The award, for “full scale production & sustainment at subsystem level” recognized the challenges posed by integration of a geographically dispersed team and the important role BAE Systems private investment played in reducing risk and timescales by developing a solution in advance of contract award.

“The award recognizes the vital role that we and our partners played in supporting the front line and the fact that it represents recognition by the rest of defense and aerospace industry makes the award that bit more significant,” said Ian Mogey, BAE Systems Bulldog team leader. “The MoD project team, Defence Support Group, which carried out the upgrade at their Bovington UK factory, and our supply network worked quickly and flexibly together to deliver more reliable vehicles with life-saving modifications to troops in Iraq.”

"Bulldog typifies the responsive service we are seeking to provide to UK forces,” said Jim Imrie, Managing Director of BAE Systems Weapons & Vehicles business. “In the last two years we have responded to more than 100 urgent operational requirements for UK armored vehicles, most to provide better protection for UK troops."

The $232 million (£155 million) program began with an original $121 million (£85 million) contract placed with BAE Systems by the UK MoD in October 2005. This covered the upgrade of the engine, transmission and other systems to 500 FV430 series vehicles. A $104 million (£70 million) contract amendment in September 2007 added the upgrade of a further 400 vehicles.

The conversion program is scheduled for completion in March 2011. Some 20 vehicles are converted each month at the same time as they receive a major overhaul at DSG’s Bovington facility.

Further UOR upgrades, mostly to provide extra crew protection, have been covered separately under a series of individual contracts.

Also short-listed in the awards was the BAE Systems Tornado team for their ground-breaking aircraft support arrangement with the UK Royal Air Force. The 10 year contract worth £1.3bn, includes aircraft maintenance of the GR4 fleet, spares support, technical support and training.

Greg Combet, the Parliamentary Secretary for Defence Procurement, today formally opened the new premises of Canberra company, Australian Technology Information (ATI) Pty Ltd, which has recently moved to accommodate its growth and future commitments.

“The Government remains strongly committed to supporting defence industry and it is extremely pleasing to see a local company like ATI enjoying both growth and success,” Mr Combet said.

“ATI’s future commitments include the support of the next generation navigation radar being installed to the Anzac frigate. A Small Boats Command and Control system currently in service with the Royal Australian Navy which is also under serious consideration by the United States Navy.

“Another major commitment is a contract to Boeing to develop Link-16 capability to support the current F/A-18’s and the soon to be delivered Super Hornets.

“Link-16 is a crucial element for achieving communications interoperability between the United States, Australia and other allies in the region. Link-16 was successfully added to the Royal Australian Air Force fleet of F/A-18 Hornets under the DMO’s Project Air 5376.

“The Government is keen to encourage local Defence companies to enter into the global supply chains of the major international Defence companies. The example of ATI provides a clear indication of the benefits of doing this,” Mr Combet said.

“As well as contributing to the national economy through its involvement in the high technology market, ATI is making significant contributions to ADF capability.”

The Nellis AFB Air Show is now in the history books, drawing an estimated crowd of 125,000 people over the two-day event which featured the appearance of the newly restored Red Bull Lockheed P-38 Lightning, flown by Siegfried "Sigi" Angerer, and now destined for the European Air Show circuit in 2009.

Also in appearance were the Lockheed Martin F-22A Raptor, the Boeing F-15E Strike Eagle, the Boeing C-17A Globemaster III, the Lockheed Martin C-5A Galaxy, the U.S. Navy's F-18E/F Super Hornet, F-16 Demonstration Teams from Belgium and the Netherlands, and a visiting Bombardier (DeHavilland) Dash 8 of the Canadian Armed Forces.

The U.S. Air Force Heritage Flight consisted of the F-22A Raptor, the F-15E Strike Eagle and a North American P-51D Mustang from the Planes of Fame Air Museum, in Chino, California.

The U.S. Air Force Thunderbirds closed out their 2008 Air Show Season with a performance that ended under a spectacular rainbow that arched over the runway at Nellis as the aircraft landed and taxied in. Weather on Saturday had been hot and cloudless until late afternoon, followed by Thunderstorms which moved quickly through the area overnight and in the morning hours, leaving a large open "hole" over Nellis AFB and Las Vegas during the show, only closing after show's end with the rainbow and showers, along with an equally spectacular sunset over Air Field Operations and the temporary bus depot established there to take passengers to and from their cars during the Air Show days.

Other displays at Nellis included Dennis Buehn's AT-6 Class racing plane, "Midnight Express," three North American T-28 Trojans of the Korean War and Vietnam eras, a Douglas AC-47 Spooky Squadron Gunship, a civilian-owned Lockheed TF-104 Starfighter, a North American P-51D Mustang, the E-3A Sentry (AWACS), the KC-135R, the Boeing B-52 Stratofortress "Dressed to Kill," the Boeing B-1B Lancer "Star of Abilene II," an EA-6B Prowler "Rookie," the F-22A Raptor, the mock-up for the Lockheed Martin F-35 Lightning II Joint Strike Fighter (JSF), a Fairchild Republic A-10II Thunderbolt II, an Aggressor Squadron F-16 Fighting Falcon and F-15 Eagle, two Lockheed Martin C-130 Hercules aircraft, a Lockheed KC-130R refueler from the Alaska Air National Guard, two civilian-owned, Lockheed T-33A Shooting Stars, along with two Beechcraft T-34C Mentors, the latter of which are tandem seat U.S. Air Force trainers based on the Beechcraft Bonanza design.

The United States Marine Corps presented a CH-53E Super Sea Stallion and a number of General Aviation aircraft were on display, including flight trainers from Cessna and Diamond aircraft. The Civil Air Patrol displayed its Cessna Search & Rescue (SAR) aircraft, as well as a GAB Airvan established for SAR missions over Nevada and the Sierras.

The Air Force also displayed Boeing 707 variants known as the RC-135W Rivet Joint and the E-8C Joint Surveillance and Target Attack System (JSTARS). A Boeing C-17A Globemaster III from Altus AFB, Oklahoma.

Captured military equipment of the Vietnam War and Operation Desert Storm eras were also on display, as were U.S. Air Force Predator Drones from nearby Creech AFB, Nevada.

Children's play areas were established on the North Ramp and trams transportered Air Show visitors from North to South across the show area. Food and drink were provided in ample supplies by Air Show Network.Com and brochures, programs, flyers, stickers, fact sheets and photos, were handed out for free. Local Squadrons and Air Show Network vendors hawked T-Shirts, baseball caps and even wine, at their display booths and tables.

All-in-all, another great show ~ even though it was announced as scaled-back due to budgetary concerns over the ongoing World financial crisis ~ and a harbinger for the 2009 season, which will see new pilots in the F-22A Raptor and Thunderbirds demonstration teams, along with an entire new block of Lockheed Martin F-16 Fighting Falcons, replacing the current Thunderbirds inventory of F-16C Fighting Falcons.

The Red Bull Lockheed P-38 Lightning glides by the work of Skywriters in the skies over Nellis AFB during Aviation Nation 2008. The Red Bull P-38 was restored by Nelson Ezell Aviation, of Breckenridge, Texas. The aircraft had previously survived a miraculous, off-field belly landing following an engine fire a few years back, was acquired by Red Bull, restored, then survived a brush with a Tornado that rolled through Breckenridge Airport damaging a number of aircraft and hangars ~ including Ezell Aviation and N25Y which was inside ~ then following repairs, made its first flight in June, 2008, before appearing at Nellis on November 8, 2008.

The aircraft is now scheduled to be ferried to Salzburg, Austria ~ transport unknown, may be flown or shipped, we have conflicting reports ~ and will appear on the European Air Show circuit in 2009, which also marks the Air Racing Centennial Year ~ 1909 to 2009 ~ from Rheims to Reno.

Vertical replenishments are designed to resupply a Peleliu using helicopters to transport supplies from one ship to another. The Camp Pendleton, Calif., based 15th MEU is embarked aboard USS Peleliu and is comprised of approximately 2,200 Marines and Sailors and is a forward deployed force in readiness capable of conducting numerous operations, such as Non-Combatant Evacuation Operations, Humanitarian Assistance Operations and range of amphibious missions. The required training for helicopter and airplane crews is a review of land and water survival techniques and survival equipment. The training is similar to that taught to commercial fishermen who may be forced to abandon ship in Alaskan waters. Ban calls for end to rocket attacks from Gaza, Israeli resumption of fuel, aid flows

14 November 2008 – United Nations Secretary-General Ban Ki-moon today called for an end to rocket attacks from Gaza against Israel and called on Israel to allow urgently a steady and sufficient supply of fuel and humanitarian aid to the Strip.

“The Secretary-General is deeply concerned at the deterioration of the humanitarian and security situation in Gaza and southern Israel, and at the potential for further suffering and violence,” a statement issued by his spokesperson said. “He calls on all parties to uphold international humanitarian and human rights law.”

The Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) reported that all crossings into Gaza were closed today, including for fuel and aid workers. It has now been nine days in a row that commercial and humanitarian food deliveries have been kept out of Gaza.

Reiterating his condemnation of rocket attacks, Mr. Ban called for them to end and urged full respect by all parties of the calm that has been in effect since 19 June.

“The Secretary-General is concerned that food and other life-saving assistance is being denied to hundreds of thousands of people, and emphasizes that measures which increase the hardship and suffering of the civilian population of the Gaza Strip as a whole are unacceptable and should cease immediately,” the statement said.

“In particular, he calls on Israel to allow urgently, the steady and sufficient supply of fuel and humanitarian assistance. He also calls on Israel to resume facilitating the activities of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and all humanitarian agencies, including through unimpeded access for UN officials and humanitarian workers.”

Because the fuel pipelines into the Strip were blocked today, parts of Gaza are now experiencing power cuts of 8 to 12 hours a day, UNSCO said. Among the items that UNRWA is trying to get into Gaza is wool for a rehabilitation centre where blind women knit sweaters.

Yesterday UNRWA was forced to suspend food distributions to half of Gaza’s 1.5 million residents as the continued border closures prevented delivery of vital supplies.

In a separate statement, the UN Bureau of the Committee on the Exercise of the Inalienable Rights of the Palestinian People voiced its “utmost alarm” about the humanitarian situation in Gaza, condemned Israel’s decision to close all crossings and expressed alarm at the renewed violence, including Palestinian rocket fire into Israel and Israeli air strikes at Gaza.

AERA is a Step in the Right Direction - More Urgent Action on Taxation Needed


New Delhi - The International Air Transport Association (IATA) welcomed the passing of the Airport Economic Regulatory Authority (AERA) bill by both houses of the Indian Parliament.

“AERA has an important role to play. Now that the parliament has approved, there is no time to waste in quickly setting-up and staffing the agency,” said Giovanni Bisignani, IATA’s Director General and CEO.

AERA’s role is to ensure that India’s aviation infrastructure meets cost-efficiency and service-level targets with charging policies in line with ICAO principles. “Timing is critical. First, the industry crisis makes cost-efficiency throughout the value chain more important than ever. And second, the increased role of private-public partnerships for infrastructure developments requires both solid ground rules and the ability to enforce them,” said Bisignani.

“ICAO principles call for transparency, non-discrimination and user-consultation. Even though India has a seat on the ICAO Council, today many of these principles are being ignored back in Delhi. There is a big gap to cover with little or no transparency in charges and differential pricing practices. Our best estimate is that the air navigation service provider over-collects by 20%. And the 33% price differential for international landings has no cost justification,” said Bisignani.

Bisignani also reiterated the need for reasonable taxation in India.

“The global crisis in aviation is deepening. India is one of the epicenters with potential losses of US$1.5 billion this year. AERA is a step in the right direction, but it is only part of the solution. To help reverse the state of the Indian air transport sector, we need a comprehensive policy approach in addition to establishing AERA. The most urgent is to address taxation, which is crippling the industry,” said Bisignani.

“The service tax on premium class tickets, air navigation charges, and landing & parking charges is contrary to ICAO’s resolution calling for a reduction of taxes. Taxing overflight charges also breaches India’s international obligations,” said Bisignani.

“We welcome and commend the Ministry of Finance for scrapping the 5% import duty on fuel, and hope the Ministry will quickly address all the other taxation issues, including the 8% excise duty. State governments must also understand that the situation is desperate, and deliver a fair solution on the excessive sales tax, which is as high as 30%. If not, they will need to share responsibility for the broader economic consequences of a failing industry,” said Bisignani.

ICAO SAFETY AUDIT PROGRAMME SYSTEMS AND PROCEDURES RECERTIFIED ISO COMPLIANT

LATEST ~ Montreal, 30 October 2008 — The systems and procedures established by ICAO for the administration of its Universal Safety Oversight Audit Programme (USOAP) have been recertified ISO 9001:2000 compliant by Moody Certification of North America (MCNA).

“The ISO endorsement assures ICAO Member States and the travelling public of our ongoing
commitment to enhancing aviation safety worldwide and of the effectiveness of our audit programme in
assisting States to continually improve their respective safety oversight activities,” commented Dr. Taïeb
Chérif, Secretary General of ICAO.

“ICAO’s ISO 9001 compliant systems and procedures also serve as an excellent operational
model on which to build a common, global platform for managing safety oversight functions worldwide,”
he added.

Launched in 1999, the USOAP promotes global aviation safety through regular auditing of safety
oversight systems of ICAO Member States, assessment of their safety oversight capability and their level
of implementation of safety-relevant ICAO Standards and Recommended Practices (SARPs).

The USOAP is managed by the Organization’s Safety and Security Audits Branch (SSA). The
Safety Oversight Audit (SOA) Section, which first obtained the ISO certification in 2002 and again in
2005, manages the day-to-day activities of the audit programme, with administrative and training support
from the Audit Coordination and Reporting (ACR) Section.

This latest ISO recertification was given to the SSA and covers the overall Branch’s preparation,
conduct and reporting of safety oversight audits, auditor training and delivery of seminars, and other key
activities.

Safety oversight audit reports and other safety-related information are available at the ICAO
Flight Safety Information Exchange (FSIX) website, accessible from ICAO’s home page (www.icao.int).
A specialized agency of the United Nations, ICAO was created in 1944 to promote the safe and orderly
development of international civil aviation throughout the world. It sets standards and regulations necessary for
aviation safety, security, efficiency and regularity, as well as for aviation environmental protection. The
Organization serves as the forum for cooperation in all fields of civil aviation among its 190 Contracting States.
